David Baxter, Director for the Institute for Public-Private Partnerships, is an international development, program management and training specialist with more than 20 years of experience working primarily in Africa, Europe and the United States. He has specialized development experience in the areas of infrastructure planning, public-private partnerships, socio-economic analysis, and environmental compliance in the water sector. Mr. Baxter has served as an International Development Business Director and Consulting Program Manager for Millennium Challenge Corporation projects in Armenia, Georgia, Lesotho, Moldova, Cape Verde, Tanzania and Mozambique. He has advised development institutions on global growth strategies and risk management and has consulted on concession planning and alternative financing of infrastructure projects (P3). Domestically he has also provided consulting services to the Department of the Interior as well as a the National Forest Service. Formally a resident of South Africa, he is now located in Washington D.C. He speaks a number of languages and is a Political and Economic Professional Geographer.
Mr. Baxter is also offering a roundtable discussion on Friday afternoon at 3:30 p.m., “The Practical Challenges of Doing Business in Africa – A Development Perspective.”
