The Peace Studies Section of ISA invites nominations for the Boulding Award. The award was established to honor Kenneth E. Boulding, a founder of the field of Peace Studies. The Award Committee seeks a graduate student research paper, delivered at the most recent ISA meetings, that is (a) theoretically based, (b) empirical (qualitative and/or quantitative), and (c) relevant to a significant problem in the field of peace studies. Any excellent exploration in the area of Peace Research is eligible. Direct submissions from graduate students and nominations from panel chairs and discussants are welcome.
The award recipient will receive a two-year membership in ISA, a travel grant from the Peace Studies section toward expenses to attend the ISA Annual Convention, and a certificate to be awarded at the convention.
To nominate, please submit an electronic copy of the paper presented at the most recent annual convention to Gavan Duffy, gduffy@maxwell.syr.edu. Please include the full contact information institutional affiliations of the nominator and, if different, the nominee. Deadline for submissions: May 1st.

Procedures of the Boulding Award Committee:
1. Deadline for submission, at least one week after ISA sends out the first newsletter after the national convention.
2. Chair receives submissions and sends them to all committee members.
3. Committee members are given one day per nomination to consider the papers.
4. If there are no nominations, no award is issued.
5. If there is one nomination, an award is issued to that nominee, provided that a majority of committee members concurs.
6. If there are two or more nominations, a vote of committee members is conducted via email. Before the vote, committee members are afforded an opportunity to state to one another the reasons for their preference.
7. If one nominee receives a majority of votes, an award is issued to that nominee.
8. If there are more than two nominees and no nominee receives a majority of votes, a runoff is held between the two nominees who received the most votes. Go to step 6.
9. If there is a tie between two nominees, they share the award.
10. Once a winner is determined, the chair transmits that information plus all the contact information for all nominators and nominees to the Peace Studies section chair and to the ISA Executive Director, cc-ed to the committee membership.
11. The Peace Studies section chair notifies the winner and all unsuccessful nominees prior to any public announcement of the award.
12. The Peace Studies section chair will announce the award in the ISA Newsletter.
13. The certificate will be awarded at the Peace Studies reception or business meeting at the next ISA convention.
