Security Studies in Times of Transition
The 2012 sectional conference of the International Security Studies Section of ISA and the International Security and Arms Control Section of APSA, in conjunction with the Triangle Institute of Security Studies, will be held at the Friday Center in Chapel Hill, North Carolina, with accommodations at the nearby Courtyard Marriott from 4-6 October 2012.
One of the great challenges in any field of study is integrating elements of continuity with the dynamics of change. No brief summary of the current state of international politics can do justice to the magnitude and scope of its transformations, even within the past year. Reconfigured borders, innovations in multilateral cooperation, and innovations in technology abound, as do emerging threats. The classical elements of security studies remain: power, priorities, force structure, strategy, and scholarly methods of inquiry. However, critical to their application and their ongoing relevance is to correctly name the geopolitical environment and to assess the practical changes needed in perspective and action to effectively maintain security. As such, this year’s conference will cultivate a discussion among scholars and practitioners, on the frontiers of knowledge in the field of security studies. While we welcome foci geared to colleagues’ particular areas of research, we particularly seek papers that address breakthroughs in the field under a broad conception of international security; for example, papers addressing: key disciplinary theoretical debates and policy implications, major powers and their security agendas, regional security issues, arms control and nonproliferation, key international security institutions, influential non-state actors, and impact of social media and other communications technology.
Heightening the timeliness of our discussion is the swiftly-approaching U.S. presidential election, and we single out for encouragement papers and panels that can advance understanding and debate on security issues that the next U.S. administration will face. We strongly encourage full panel proposals. Individual paper proposals will be matched as appropriately as possible. Non-paper roundtables also are encouraged. We also welcome interest in serving as panel chairs and discussants. In addition, please note that consistent with standing ISAC/ISSS policy, speakers should not plan for A/V to be available when they deliver their paper. We especially encourage participation by graduate students. The best student paper at the conference will be considered for the annual ISSS Best Graduate Paper Award. In addition, Ph.D. students interested in submitting their dissertations for the annual ISAC dissertation award will find this conference a useful venue for presenting and getting feedback on their work.
Panel, roundtable, and individual paper proposals can be submitted via the MyISA account login page; on the main page for the ISA-ISSS ISAC TISS conference, click the “My Submissions” link to submit a proposal. Although you will need to create a myISA account if you do not already have one in order to access the system, you do not need to already be a member of the International Studies Association in order to do so. The proposal deadline is Tuesday, June 26, 2012.

Overflow Hotels
Room rates apply to both single & double rooms, taxes not included. All Hotels require individual call in. Unless otherwise indicated, ask for the ISAC/ISSS Conference Block. There will be home football games on Saturday, October 6 at BOTH Duke and Carolina. This means that hotels in Durham and Chapel Hill are VERY rapidly filling up and prices are rising sharply. So PLEASE make your reservations as soon as you can.
The Four Points by Sheraton has extended its dates until Tuesday, September 11th and then will close the group rate offering.

Registration
You may register for the conference using the MyISA system. Login to MyISA and then click the Conferences link from the top horizontal menu and select ISSS-ISAC-TISS from the list of upcoming conferences and follow the prompts. We will assume that participants who have not completed their registration by September 4, 2012 have declined their placement. They will be removed from the program.
Registration fees cover registration materials, Thursday's reception, Friday's breakfast, coffee breaks, lunch and dinner, and Saturday's breakfast, coffee breaks and lunch. If you're having difficulty registering through MyISA, please call ISA-HQ at 520.621.7754 to process payment over the phone (fax and email options are also available).

Please note, refunds for conference registrations will not be awarded after August 19, 2012. All refunds are subject to a $20 bank processing fee.
Military personnel expecting government refunds may request special receipts that separate out meal costs from general conference fees. They should contact Brittany John (BrittanyJohn@isanet.org). Please note this will have to be done manually and participants should allow time for the paperwork to be processed.

Travel and Transportation
Transportation Options:
There are various transportation options available. While some of the “satellite” hotels do have free shuttle services, the vans are quite small and unlikely to be able to meet all your needs. If you are not staying at the Courtyard Marriott, it will probably be cheapest and most efficient for you to rent a car. Hotwire car rentals from RDU are currently running at about $25 a day. The Friday Center has a very large and free parking lot, so parking your vehicle there will not be a problem.
Restaurants:
The Sheraton-Chapel Hill and the Courtyard Marriott have hotel restaurants. All other hotels are relatively nearby shopping centers that have some decent places to eat. And, of course, downtown Chapel Hill is full of restaurants and well worth the visit. Parking is likely to be a challenge on Friday night because of the football game.
Attractions:
The UNC campus is very close by the Friday Center and easy to get to by bus. And (if your sympathies run to dark blue) remember that Duke University is only 9 miles to the north and east.
