CHARTER OF THE INTERNATIONAL ETHICS SECTION OF THE INTERNATIONAL STUDIES ASSOCIATION (ISA-IE)

Article 1. Name
This organization shall be knows as the International Ethics Section of the International Studies Association (ISA-IE).

Article II. Affiliation
ISA-IE is one of the sections of the International Studies Association and, as such, subscribes to its purposes and supports it activities.

Article III: Purpose
The purpose of ISA-IE is to encourage scholarship and discussion in the field of ethics and international affairs. It seeks to engage political scientists, historians, philosophers, other social scientists, and policy practitioners. The section will be a clearinghouse for different approaches and pathways to the study of ethics and international affairs. It will serve as a forum to discuss central issues and literatures, as well as substantive international policy issues and pedagogical concerns.

Article IV: Relationships
ISA-IE shall cooperate fully with any existing organization having related interests, both within and outside ISA. The Carnegie Council on Ethics and International Affairs (New York) has agreed to provide logistical support as an affiliated institution. The Carnegie Council will provide newsletter assistance, make available its journal Ethics and International Affairs to section members, and provide other business related support where feasible and appropriate. The support of other institutions and programs on ethics and public life shall be actively sought and encouraged.

Article V: Membership
ISA-IE membership is open to all ISA members, subject only to their payment of section dues. In addition to their privileges as ISA members, ISA-IE members are entitled to whatever privileges may be established by the Section or its Executive Council. At the minimum, these additional privileges include the right to attend all Section Business Meetings, to vote on future amendments to this Charter, and to receive all Section mailings.

Article VI: Officers
The elected officers shall be Chair, Vice-Chair, and Secretary. These three officers comprise the Executive Council of ISA-IE. Their terms of office shall be for two years. The outgoing Chair will assist the elected officials for the year subsequent to his/her term of office. The Chair shall function as Treasurer. Should the Chair resign or be unable to serve, the Vice-Chair will assume the duties of the Chair. Should the Vice-Chair resign or be unable to serve, the Secretary will assume the duties of the Vice-Chair. The Chair shall appoint Acting Officers for those positions that cannot be filled.

Article VII: Structure
The Chair shall act as a liaison with the ISA and other organizations and shall prepare at least one newsletter per year. A newsletter announcing the panels that the ISA-IE will be sponsoring shall be circulated well in advance of the convention. The Chair shall also assist the Vice-Chair and Secretary and will coordinate the Section's officers and activities. The Vice-Chair shall be responsible for organizing ISA-IE panels for the annual convention, in consultation with the Chair and shall act as liaison with the annual convention program chair. The Secretary will take the minutes of the annual business meeting and will assist the Chair and Vice-Chair as necessary.

Article VIII: Nominations and Elections
By virtue of incumbency, the elected Vice-Chair and Secretary are automatically nominated for the positions of Chair and Vice-Chair, respectively. Other candidates for the elected positions may be nominated by a petition signed by five or more section members and directed to the Chair prior to the annual business meeting. Nominations may also be made from the floor of the meeting. Election to office shall be conducted by mail ballot and candidates with the largest number of votes received within one month of the mailing of the ballot shall be considered elected.

Article IX: Special Section Activities
Special section activities will be determined by the Executive Council of ISA-IE in consultation with section membership. These initiatives will be publicized through the section newsletter, the ISA newsletters, and other available outlets.

Article X: Amendments
Amendments to this Charter may be proposed by the Chair or upon petition of five members of the ISA-IE. Membership shall be informed of proposed amendments either through the newsletter or by special mailing. Amendments shall be ratified by a vote of two-thirds of all members of the ISA-IE who respond to a mail ballot within one month of the date of the mailing of the ballots.
