Graduate students are invited to participate in the 2010 Alexander George Graduate Student Paper Competition sponsored by the Foreign Policy Analysis Section of the ISA. The award was established in 1990 to recognize an outstanding graduate student paper presented on a Foreign Policy Analysis Section panel at the ISA Annual Convention. Entries for the competition must be papers presented on a panel or during a poster session sponsored by the Foreign Policy Analysis Section at the 2009 convention in New York City.
To enter the competition, please e-mail a copy of your paper (in MS Word or PDF format) by no later than October 1, 2009 to the chair of the award committee, Professor Patrick Haney (haneypj@muohio.edu). The Award Committee consists of the Foreign Policy Analysis Section Members-at-Large: Patrick Haney, Zeynap Taydas, and Cameron Thies. There is the potential for multiple cash awards based on the quality and number of papers received. Please feel free to contact me with questions.

The Executive Council of the ISA Human Rights Section, the Steering Committee of the APSA Human Rights Section and the Council of the IPSA Human Rights Research Committee announce their first joint Conference, "Assessing the state of human rights nine years after 9/11," to take place on 19-20 June 2010 at Roosevelt University in Chicago, Illinois, USA.

Please note that the deadline for submitting proposals for the annual ISSS/ISAC conference is in two weeks—Friday, July 31. This year’s conference will be held in beautiful Monterey, California, from Thursday, October 15, to Saturday, October 17, 2009. The conference theme is “Insecurity and Durable Disorder: Challenges to the State in an Age of Anxiety.” Paper and panel proposals are welcome addressing a wide range of issues, including (but not limited to) international security, arms control and proliferation, regional conflict, environmental security, intelligence, and changes in the nature of warfare and the strategic environment.
The conference is being sponsored by the Naval Postgraduate School, the Monterey Institute for International Studies, and the James Martin Center for Nonproliferation Studies, and it will be held at the Hyatt Regency Monterey. The Active Learning in International Studies Section is showcasing its Pedagogical Playground: Classroom Exercises and Teaching Tools at the ISA Annual Convention in New Orleans. The section is seeking participants to demonstrate engaging exercises, teaching materials and techniques used in their classes. Sample topics include role-playing exercises, the use of internet and other technologies, games, and experiential learning strategies. The poster session will be held in a very visible location so that colleagues may observe these exercises. Scholars interested in participating should contact Mary Pettenger at pettengm@wou.edu by July 24, 2009.

The Women’s Caucus for International Studies (WCIS) encourages all ISA members who are interested in promoting the status of women and their professional development in international studies (both academic and non-academic careers) to join the Women’s Caucus. The WCIS section is truly interdisciplinary in its membership and interests, ranging from those members focused on security studies and foreign policy analysis to those pursuing peace studies, global development, human rights, and feminist and gender studies. The Human Rights Section of the International Studies Association is pleased to invite nominations for two awards for papers delivered at the 2009 conference in New York. If you were in attendance at a panel, or chaired or acted as a discussant for a panel, and heard a paper you wish to nominate, please do so through the contacts below. Self-nominations are also invited. Papers must have been presented on a panel which was sponsored or co-sponsored by the Human Rights section, as indicated in the program, and must be posted to the New York convention paper archive. There are two categories of award: the Stephen C. Poe best graduate student paper award, and the best faculty/practitioner paper award. Please direct nominations to the following: Sylvia Maier (sylvia.maier@nyu.edu) for the Stephen C Poe best graduate student paper award; and, Amy Ross (rossamy@uga.edu) for the best faculty/practitioner paper award. The Heisler Award committee is pleased to recognize Matthew Lieber (Brown University) for his paper “National Institutions for a World Polity: Transnational Migrant Diasporas, Political Remittances and State Responses”. The paper is an excellent analysis of overseas voting institutions. Looking at expatriate voting rights and political participation in Mexico and the Dominican Republic, Lieber makes a convincing case for developing the concept of 'political remittances'. Lieber's theoretical arguments are well rooted in the international relations scholarship and the literature on diasporas. The paper's focus on migrant extra-territorial politics and the impact on the redefinition of the ‘national’ adds important insights to the understanding of how states and migrant societies interplay and of the emergence of new institutions for political participation.
